[Using Sakai] Importing TestGen in Sakai

I recommend enabling Sakai's Blackboard import functionality
(https://source.sakaiproject.org/contrib/migration/trunk/import-parsers/) and
attempting to upload a ZIP via Site Info -> Import from File. I will
follow-up to this thread if I can verify this path works.
