[Using Sakai] Conditions for use in the site's creation

Hi everybody.

We are wondering if somebody is using some kind of license about the 
conditions of use that an user must accept in order to create a site.

In other words, if an user creates a personal project where he upload 
copyrighted or illegal content, he should be fully responsible of their 
acts, excluding of responsibilities to the university.

E.g., we would think that a checkbox in the site's creation form, 
accepting some conditions of use, would be fine.

Is this matter included in Sakai somehow? Does anybody have something 
similar?
