[Using Sakai] Campus-wide Surveys

Hello all,

I was wanting to check if anyone has used Sakai for a survey that is restricted only to their campus (students, faculty, staff -- in other words only those already with a Sakai log-on), and yet open and easily available to all those groups as well.  We have a number of times when we need to reach our entire school's community for a survey and would like to integrate this into Sakai if possible (since our campus community is not too large).  I'm aware of the possibility of creating an "anonymous" Test/Quiz, but this can then be accessible by members outside of those with log-ins, and we cannot restrict the amount of times each person takes the survey.  I also know we could create a project site for the survey, but we would then need to add the entire community to this site, or have them search for it and join it, just to take the survey.  If needed, we may create a project site that everyone is a part of for ANY surveys that come up (though permissions for creating surveys in a single site like that will be another issue), but we were interested if anyone else has dealt with this, and/or has any solutions to create a survey restricted to the campus, but not open only to a specific project/site.
