[Using Sakai] removing "Delete" from Worksite Setup

So - I've been asked (repeatedly) to remove the Delete option on the Worksite Setup screen for Instructors (and really everyone but admins).
 
I've looked and looked and don't see where site.del is checked - anywhere.  Everywhere I look, its unchecked.
Am I missing something obvious ?
