[Using Sakai] Internet Explorer Downloading files problem

We are running a Sakai 2.5.4 and when we try to download a resource from 
Internet Explorer 7 or version 8 we get an error stating, "Explorer 
cannot download the requested file.  Site is unavailable.  Try again 
later.". Downloading works perfectly fine from Firefox.

Any suggestions on how to get this fixed?
