[WG: Sakai QA] [cle-release-team] Adding non-official Participants

It's possible that an additional conversion my still need to be run on that
QA server. Since it has run multiple QA releases, likely it has problems
around the email template service. I plan to reset qa29 on Friday if 2.9.0
is rolled on it which should fix this if that's the problem.

Some early 2.9 adopters might run into this issue and have to manually
clean up their templates though?
