Thanks for that pointer. I looked at the validate.newUser template (on
qa29.longsight.com)  and it had a Locale of "Locale". I did a test in which
I stripped all the variables from the validate.newUser template and added a
>From user (not sure if that was necessary, just a hunch) , and replaced the
plain text and html text from the body(s) of the template with just simple
text. When I saved, with the Template field blank, it changed the Locale
from "Locale" to "default", not sure why since I did not change the value
of that field, but not thinking that is related to this problem.

So something about the  template variables may have caused the function to
fail ?

Here are the variables that were used in the template (any look suspicious?
maybe a missing key in the database or an invalid variable name?):

${addedBy}
${addedByEmail}
${memberSites}
${localSakaiName}.
${url}
${localSakaiName}
${institution}
