[WG: Sakai QA] 2.9 Feature list

Okay, I changed the default IE emulation to IE9 in
SAK-21369<https://jira.sakaiproject.org/browse/SAK-21369> in
pre-preparation for IE10 being released. I'll send out a note to the dev
and qa list that when testing on IE9 that there may be new issues specific
to IE9.

Here are the issues I'm seeing in a search right now. They should be
verified if they are still issues.
