[WG: Sakai QA] [sakai2-tcc] sakai-2.8.0 update (IE9 issues)

If we release 2.8 as it stands now, it will be with a known problem that necessitates a 2.8.1 fairly soon. While the IE9 usage is currently low (here at UM and probably elsewhere), it is likely to grow. While the timing is unfortunate, it would seem to generate a lot of busy work to plan on 2 releases (2.8 and 2.8.1) within a relatively short time period. 

I vote for building an additional release candidate with _only_ the KNL-697 change, and target the 2.8.0 release for mid-April.
