[WG: Sakai QA] Jira: new checkbox ("conversion script required")

To help track conversion script additions/updates I've added a checkbox to all 2.x related projects titled "Conversion script required."  If you are working on a ticket that requires a change or addition to a conversion script please click the checkbox to flag the ticket.  On the issue form the checkbox is located below the *.x branch status dropdowns.

The addition of this field will help conversion script reviewers to better track those tickets that require conversion script modifications.
