[WG: Sakai QA] 2.6.1 blocker

Anthony,

Proceed with the 2.6.1 release. After the feedback from Matt, Noah and Seth, I feel comfortable moving ahead with this. I noted this in the jira, closed Sak-17080 and requested it be merged ASAP.

There remains one issue blocking 2.6.1: conversion scripts.  Noah Botimer has reviewed Matt Jones' work (and the scripts have been updated) but no one else.  I would like to create a release branch but will not do so until QA makes a determination that blocker can be lifted.
