[WG: Sakai QA] 2.6.1 blocker

There remains one issue blocking 2.6.1: conversion scripts.  Noah  
Botimer has reviewed Matt Jones' work (and the scripts have been  
updated) but no one else.  I would like to create a release branch but  
will not do so until QA makes a determination that blocker can be  
lifted.
