[WG: Sakai QA] why a separate step to join sites?

If the site is joinable by any authenticated user, would it make sense 
to make the site public for .auth users, and change the "join" 
terminology to something like "bookmark"? That way new sites that the 
users may have been browsing wouldn't be automatically popping up in 
their "Active Sites" list.

Is there any developing (or existing) functionality for a user to be 
able to request access to a site where the site maintainers are given 
the option to deny access from the joiner? In this case, "joining" is 
still a valid work-flow.
