[WG: Sakai QA] why a separate step to join sites?

I second the reconsideration of the verb "join". However, there is  
consistency, training, and documentation to consider. This may be  
something that makes more sense in tandem with the broader UX  
overhaul for the future, which will already embed new notions of  
membership and agency.
