[sakai-pmc] [DG: Open Forum] Plan - from Mailman to Google groups

[Neal Caidin]

Pretty sure that the move from Mailman to Apereo Groups of existing
accounts can be done and that Google accounts are not required. I believe
this has already been done with some other groups.
