[sakai-pmc] Opening up Sakai Production/Pilot Jira project

Hi,

This is probably more a PMC issue  but I think the core team would be 
interested as well.

We want to make a push to update the Adopters list so that it is 
accurate [1].  At the same time, I'm thinking we should get our Jira 
Production/Pilot database of Sakai installations up-to-date [2].

One thing I think could help is to make the Jira Prod project more like 
an open wiki than a controlled area. I would change the permissions so 
that anyone could add or update an "issue". In this project an issue is 
just information about an institution's Sakai installation.

How does that sound? Self service reporting.
