[sakai-pmc] [sakai-core-team] Opening up Sakai Production/Pilot Jira project

I assume by "anyone" you mean authenticated users… It looks pretty close to anyone right now -- anyone can create a JIRA, but updating is restricted to the assignee/reporter or a couple of other groups (e.g. admin). Can you be more specific to what you'd like to change?
