[sakai-pmc] Feature for 10.3 ?

I think the risk to this is that it appears to have caused the (currently
fixed) regressions in

The one on SAK-28044 was a blocker on gradebook that I just found and fixed
last week. I think trying to push that for 10.3 (where we want to have a RC
in 3 weeks (really just 2 working weeks because of Thanksgiving) might not
be enough time to fully test it when it's merged back into 10.x. This could
result in having 10.3 pushed back to January.

If you think that's worth it or you think we have enough QA that can test
through assignment more after the merge I'm for it. Otherwise I'd wait
until after this release and target this for 10.4.
