[sakai-pmc] How to add a Contrib

Hi Gao Jun,

I can set up a Confluence space for you no problem. Could you please 
open an Infrastructure ticket and assign to me?

Maybe I should set up a Jira area too, after you are ready with the 
source code? Our community is mostly used to using Jira, though it 
sounds from the comments like you could use something else like 
Bitbucket. Not sure. :-)
