[sakai-pmc] How to add a Contrib

Hi All,

Thank you for your replys.

My tool is basicly an FTP access tool for Sakai. This tool can be 
thought as a alternative to the webDAV tool.

In my university, users complain to us about the webDAV tool. Sometime 
is buggy in some envirnoment.

Since FTP is widely used in my university and some other Chinese 
universities, I decide to make the FTP tool.

This FTP tool is based on Apache FTP Server [1]. So, it's no need to 
implement the FTP protocol while the webDAV tool implements its protocol.

Currently, I have finished the basic function, and try to add more tests 
to it. There is a test Sakai site(HTTP[2], FTP[3]) support this tool.
FTP tool on this site use Explicit FTPS[4], this allow users use this 
service with their security favor.

I also have commit the code to Bitbucket[5]. To be honest, the document 
is not enough yet.

According to AZ's note, we could use the bug system on Bitbucket, but I 
think a confluence space is needed.
