[sakai-pmc] Governance: emeritus status / removal provisions : wording/process change proposed

That majority vote provision is retained from the existing rules.  Apache
documentation notes that some PMCs permit reinstatement from emeritus to
active "simply by asking."  If members prefer a no vote reinstatement based
on a simple "hi, I'm back" note to the chair, I'm happy to adjust the
wording.
