[sakai-pmc] Governance: emeritus status / removal provisions : wording/process change proposed

I think if a person voluntarily goes to emeritus then they should be able
to return whenever without a vote. If in their emeritus time the person
became malicious or misaligned with the goals of Sakai then on their
voluntary return they could be booted with the provisions above.
