[sakai-pmc] Governance: emeritus status / removal provisions : wording/process change proposed

I was surprised by this line: "Reinstatement requires majority approval by
a vote of active PMC members."  I thought one of the arguments as to why
it's no big deal to go to emeritus status was because they could just go
back to active status whenever they wanted to.  Maybe I heard that wrong.
