[sakai-pmc] VOTE: PMC chair/vice-chair tenure and election bylaws changes

Do you believe all proposals should accommodate our member vacation
schedules?  If you vacation in July and August, and I vacation in June, and
our friends in the southern hemisphere vacation during December and
January, you believe our bylaws should reflect these preferred vacation
months?
