[sakai-pmc] Archiving pages and spaces in Confluence

It would probably help to use this page to generate a report:
https://confluence.sakaiproject.org/admin/plugins/archiving/statistics.action
and this one to check viewing activity:
https://confluence.sakaiproject.org/admin/globalusage.action

But before that is likely to be useful someone needs to go through and
categorize the pages by space since the majority of pages are counted as
uncategorized currently. That's a lot of grunt work and there are steps
here:
https://confluence.atlassian.com/display/DOC/Using+Labels+to+Categorise+Spaces

I suggest starting there and I think the "dead" spaces will become fairly
apparent based on the stats.
