[sakai-pmc] Strawperson Sakai 11 schedule

Hi Sakai Core Team and Sakai PMC,

I came up with a discussion starter for a Sakai 11 schedule. We should be
able to discuss at the Sakai Core team meeting this Thursday. Would be nice
to get a schedule nailed down before the holidays.

*Scope*
I'm thinking that the main driver for the release is Morpheus. I assume it
will be done by mid-February or earlier. I feel confident that a Lessons
Enhancement Project update will be done before then too (though Phase 1 of
LEaP will probably be modest in scope but show the progress we are making).
It sounds like Gradebook folks are planning for this to be in Sakai 11,
though I don't have firm dates yet. My understanding is Dashboard is
already in trunk but needs some love and attention (and to be turned on)?
Who will own Dashboard? I'm assuming that Dashboard will get some attention
in January and be ready by mid-February as well.

So, that's the big four for scope: Morpheus, Gradebook (GEaP? ;-)), Lessons
(LEaP), Dashboard. Other items for Sakai 11 could come from the Sakai 11
Strawperson as well.


*Timeline*
2015 January 16  - New feature cutoff.  Seems a little early maybe? This is
when we determine the complete scope and freeze the feature set.

2015 February 13 - Sakai 11 branch cut (or whatever the new terminology is
for Git/Github... assumes we will be on Github by this time). String
freeze. All features completed.

2015 May 15 - RC01 cut. First release candidate for Sakai 11 .  Assumes
previous 6 QA cycles. For Sakai 10 we had 7 QA cycles. I also extended the
last QA cycle to give a little more time to find blockers.

2015 June 19 - General Availability (aka production ready)
