[sakai-pmc] Need 10.3 release plan

Hi Sakai core team (and PMC is copied),
We need a new plan for release. QA testing has been happening on the 10.x
nightly server. To my knowledge there are currently no blocker bugs for a
10.3 release.
RC01 did not get cut last week, per our original plan.
Two possibilities I see are to plan for release on December 12, as
originally planned or plan for a release next week.
If we keep on track for a December 12 release, the plan might look like
this:
* Cut off Testing by this Wednesday.
* Get RC01 cut before Wednesday.
* If no blocker bugs, do a final sanity check (light testing to make sure
10.3 starts up, a few functions, etc)
* Check in Thursday on Core team meeting
* Release on Friday as planned.
If we did this plan, I will shift my focus to working on documentation, but
still with some QA coordination. If we decide to delay till next week, then
I would focus on getting a bit more QA done and we would still need RC01
this week.
