[sakai-pmc] Proposal to get to 10.3 release

Hi Sakai Core team and Sakai PMC,

I propose that we release Sakai 10.3 this week, probably Thursday or Friday
and that

https://jira.sakaiproject.org/browse/SAK-28093 should not be considered a
blocker for the 10.3 release

and that

https://jira.sakaiproject.org/browse/KNL-1314  is merged into 10.x today or
tomorrow so that we can get some testing on it and it will appear in the
final release.

Since we are on a tight timeline, I'm requesting as much feedback as
possible within the next day.
