[sakai-pmc] PROPOSAL: svn cleanup

I am an obsessive compulsive cleaner - but I am "-1" on this proposal.   

I think that it will gain us little and really we should just let our current SVN structure fade off into the sunset undisturbed and take the good stuff to git sometime after S-10.  Your list is a great start on what *not* to move to git.
