[Building Sakai] Sakai 10.3 Issue

1) Sounds like https://jira.sakaiproject.org/browse/SAK-29062, this is in
10.x and would be in the next release: 10.5 which I'd expect either late
April or early May as a release. You could build the 10.x branch and pick
it up earlier.

2) This is fixed in 10.4 https://jira.sakaiproject.org/browse/SAK-28955
