[Building Sakai] SAKAI 10.4

+1 for bug; tags shouldn't reference -SNAPSHOT versions in poms imho.

If you've built previous to the 10-SNAPSHOT being removed from the 
remote repo, you'll have a copy in your local repo and the build will 
work just fine. However, if you start from a clean repo and try to build 
after the -SNAPSHOT versions have been removed from the maven repo, 
you'll experience the error Igor ran into.
