[Building Sakai] SAKAI 10.4

[Matthew Jones]

It looks like this was just an uncommitted change I had in the directory I
was releasing from. The process for release is semi-manual. I committed the
file, so check it out again. It doesn't look like there are any problems
with the binaries as they were built locally with the correct pom.
