[Building Sakai] sakai 2.9.3 UTF-8 encoding issue

Apache HTTPD to Tomcat should work fine over AJP if you set the relevant
URIEncoding configs on the Connector as described in
https://confluence.sakaiproject.org/display/I18N/Common+UTF-8+Problems
