[Building Sakai] sakai 2.9.3 UTF-8 encoding issue

Hello All,

When we change from ajp to https, all files open correctly. We conclude
that it is related with ajp encoding. We are using ajp_proxy. Can anybody
have the same issue we currently have. Please share your experience with us
and thank you in advance.
