[Building Sakai] sakai 2.9.3 UTF-8 encoding issue

We also expected that. However, it does not work with ajp.
If we change ajp to https in apache configuration, then the same file with
the Chinese charaters can open.
The tomcat log shows nothing.
Please advise.
