[Building Sakai] sakai 2.9.3 UTF-8 encoding issue

Hello All,

We are using Sakai 2.9.3 and having an UTF-8 issue. I checked all files
(server.xml and mysql) based on
https://confluence.sakaiproject.org/display/I18N/Common+UTF-8+Problems and
all files are configured correctly.
However, we cannot open any files with foreign character title in Resources
folder and user has "HTTP Status 404 The requested resource is not
available"

When we tried to open the file using WebDAV, we have "There waas an error
opening this document. This file cannot be found".

Can anybody guide us to resolve this issue?
