[Building Sakai] ePortfolios in Sakai 10

The JIRA which enables/disables OSP sites is actually this one:
	https://jira.sakaiproject.org/browse/SAK-25587

OSP/ePortfolio site creation can be re-enabled in sakai.properties:
	   site.types = course,project,portfolio
