[Building Sakai] Property to use Resources as Web Content tools?

so I download qa05 , compile with pack-demo , and use the property, and 
I see the Make Site option for resources. Weird. Why is the property 
working for me on qa05 but not on trunk? Same property, same value. Copy 
/ pasted between the two.
