[Building Sakai] Property to use Resources as Web Content tools?

I'm using trunk because I wanted to see if I can reproduce what I'm 
seeing on QA05.

What I'm seeing on QA05 is that if you use this feature, it appears to 
create the menu item on your site, but when you click it, it downloads 
the content the link is pointing to, instead of showing the content 
within Sakai, which I believe is the intent.
