[Building Sakai] sakai.basiclti.admin

Hi Beth,

With your help, I am seeing it now where the 'plugin tool' should be shown
up on other sites (at Sakai 10 nightly server).  I try to back port the
LTI 2.1.2 version into our Sakai 2.8.x and I know what part we are still
missing.
