[Building Sakai] sakai.basiclti.admin

The problem I'm continuing to have is when I try to add the LTI tool
through [Site Info -> External Tools -> Tools Available in System], there
is no link under the Action heading to add the tool to the site. The Action
box is blank.

I can successfully add tools using Lessons; however, using this method I'm
unable to specify Gradebook Items even if "Allow External Tool to return
grades" is checked. I'm trying all this as the admin user. I feel I'm still
missing some config setting.

Any ideas? Thank you!
