[Building Sakai] sakai.basiclti.admin

I've just added a sample LTI tool to the nightly 10.x build:
	http://nightly2.sakaiproject.org:8081/portal/

You can take a quick look at how it's configured if that helps. It _does_ show up under "plugin tools" in Site Info as an LTI tool that can be added to any site.
