[Building Sakai] Removing a user in Site Info

Hi, our academic year is starting, and over the summer we just upgraded to version 2.9.3.  On one of our course sites, we're trying to remove a user, but after you click the check box to remove and click update participants, nothing happens.  The user remains in site Info.

In looking at the tomcat logs, the message, synchronizing internal sections with externally defined sections in site XXXXXX, is logged.  The thing is, we do not manage our course site participants externally, and all are done manually.

Any ideas?
