[Building Sakai] Turnitin code housekeeping

Hi all,

I've done some updates to the Turnitin contrib integration. TII trunk:

https://source.sakaiproject.org/contrib/turnitin/trunk

now builds with Sakai trunk (11-SNAPSHOT), and there is a new 10.x branch

https://source.sakaiproject.org/contrib/turnitin/branches/sakai-10.x/

which should be safe to run with Sakai 10.x (10-SNAPSHOT).

The 10.x branch is very close to a local branch which UCT has been running for a while (TII-142), so is reasonably production-tested. We've now switched to the 10.x branch.

Trunk and 10.x include the changes described by Turnitin as the Indiana-developed integration from TII-129

so if you were using the TII-129 branch or trunk with Sakai 2.8 or 2.9, you should be good to use the 10.x TII branch with Sakai 10.
