[Building Sakai] MySQL Conversion Script Issue

Hi,

Yes, the comment is out of date, but its in a tag and won't be fixed. It
should have been caught earlier, apologies.
However the naming of the file is what matters here (and always matters for
these files). This file is for converting from Sakai 2.8.2 to Sakai 2.8.3.
