[Building Sakai] Stack Overflow vs. Atlassian Questions

Since the conference, I followed up with uPortal, CAS and Bedework to
garner interest in participating in our own Stack Exchange site. I have had
positive feedback from all three. I will follow up again to see if that
translates into traffic. I think we should exhaust this option fully (since
we have a few alternatives in regards to an Apereo wide site, a Sakai only
site, or just the normal Stack Overflow site with the Sakai label.

Since this is in the wild now, I am going to timebox my efforts to get a
more positive reaction from the other communities to the end of July (since
they in turn need to post out and get people going). At this time we'll see
where we stand.
