[Building Sakai] Local bug, but possibly RSF framework issue

Hi Matthew,

Can you please provide steps to reproduce? I was not able to replicate 
on the Longsight QA server. I added an Official Participant. Then I 
added another Official Participant. Then I added a Non-Official 
Participant. All worked as expected.
