[Building Sakai] [Using Sakai] Resources Changes for Sakai 11

If we're reviewing this wording, I think "Desktop Access" is somewhat
limited in scope to only PC's. Both Android and iOS have dav clients and
neither really have any concept of a "Desktop". I think it's more of a
"Setup External Client Access" which is also more wordy but more inclusive
and specific. For the immediate short term (1-2 years) it's probably okay
though.

I think that the other ideas sound good. Not much to say about SAK-25668,
is a good idea. For SAK-25709 seems good but you'd for sure want to have
some configuration as it sounds like it's role specific rather than user.
And roles can vary significantly. I'm not even sure the best place to put
that configuration, since you can add roles dynamically and have different
roles based on realms? (Which is why we have thousands of identical but
duplicated SAKAI_REALM_ROLE_DESC)
