[Building Sakai] LTI2 interfaces

Sean - IMS has a working group that is already doing this.   I have been away from it the past few months but will be getting back to it.   My own priority will be to implement standard as they are produced by IMS.

I think folks with ideas should participate in IMS.   I don't want to build a bunch of non-standard Sakai extensions.
