[Building Sakai] Possible cacheing issue

on a local copy of trunk at revision 308971 I ran into an issue that may 
be cache related.

Using properties:
ical.experimental=true
ical.opaqueurl.subscribe=true
calendar.external.subscriptions.enable=true
~

1) In a course site with a calendar (schedule tool), I edited 
permissions as instructor role to enable subscribe to calendars. It took 
about 10 minutes for the button, "Subscribe to a Calendar" to show up on 
the site.

Should I open a new ticket for this?
